Article 19.4 stipulates that the voting address of a person applying for registration is determined in accordance with Article 8 parts three and four. Those parts deal only with the relatively unusual cases where a voter has no registered address under the Law on Free Movement or is seeking to use a different address for his or her voting address. Presumably the reference in Article 19.4 should therefore be to Article 8 parts two to four.
