The citizens, in general, direct and free elections, by secret ballot, shall elect members of the councils of the municipalities and the Council of the City of Skopje (hereinafter: councils), as well as mayors of municipalities and a mayor of the City of Skopje (hereinafter: mayor).
The members of the councils shall be elected according to a proportional model.
The mayor shall be elected according to the majority model.
