Finally, the text of the allocation rules is very complex and difficult to understand. As an example, Article 91.6.3 consists of a single sentence of 164 words in the English translation. The Venice Commission and the OSCE/ODIHR recommend that consideration be given to revising the draft law to more clearly state the allocation rules so that persons who are not electoral experts can understand how their representatives are elected to parliament.
