The adoption of the 2007 Law on State Register of Voters of Ukraine changed the process of compiling voter lists for elections in Ukraine. While historically voter lists were created in an ad hoc manner for each electoral process, the new law mandated the establishment of a national electronically housed voter register. The State Voter Register Maintenance Bodies are now responsible for the creation and dispersal of voter lists.  While the creation of this register fulfils a long standing Venice Commission and OSCE/ODIHR recommendation, there remain several points in the Law relevant to voter registration that should be carefully considered.
