None of the three proposals submitted to the Commission envisages a single President. All three proposals stick to a collective Presidency of three members. None of the proposals is therefore ideal from the Commission’s point of view. However, this does by no means exclude that a new rule on the election of a collective Presidency could constitute a step forward.
