The Organic Law-Election Code of Georgia, is a legal basis for the preparation and conduct of the Election of the President of Georgia, the Parliament of Georgia, the local self-government representative body – Sakrebulo (local council), of Gamgebeli (head of local government) and of a mayor. The Law also defines the rights and guarantees of election participants, the rules for forming the Election Administration and the competences thereof, as well as the regulations for dispute resolution in the cases provided by this Law.

The VOTA database was created within the framework of the joint programme between the Venice Commission and the European Commission "Democracy through free and fair elections".
