Article 41 of the amendments clarifies an ambiguity in the text of Article 5.28 of the Election Law regulating postal ballots. Currently, Article 5.28 requires that a by mail ballot be postmarked by Election Day in order to be counted. However, Article 5.28 is not clear whether the postmark is the postmark of the country from which the ballot has been mailed. Article 41 makes it clear that the envelope containing the ballot must be postmarked by the post office of the country from which the ballot was cast. This is a positive amendment.
