It is of concern that there is no express right to a public hearing. It is also of concern that there is no clear guarantee of a meaningful right to present evidence in support of a complaint. Protection of the right of suffrage requires that procedural and substantive legal guarantees are available to a citizen, including the right to a public hearing and the right to present evidence.[19]
