Articles 65 and 68 require a candidate for President to obtain 100,000 signatures for registration and a candidate for deputy to obtain 1,000 signatures. Past voter registration numbers released by the Central Commission indicate that there are approximately 7 million voters in Belarus. Based on the number of voters and the number of electoral districts, the current signature requirements are excessive for each of these candidacies. The Code of Good Practice in Electoral Matters suggests that the number of signatures required should not exceed one percent of the constituency population.[
