In previous elections in Belarus, rights of international observers have been further constrained by the authorities. During the last presidential election, a number of international observers were denied visas. Other observers were prevented from observing the vote count or tabulation processes. Such problems are not a matter of legislation, but should be avoided by the proper application of laws.
