Consistent with the Code of Good Practice in Electoral Matters and accepted international principles, the appeal procedure must be simple and devoid of formalism, in particular concerning the admissibility of appeals.  Deadlines for filing and deciding should be reasonable. The appeal body must have authority to annul elections where irregularities may have affected the allocation of a mandate or determination of the winner in an executive office election.[25] The decisions made on appeals must be reasoned. This means that both the administrative bodies and the courts must act expeditiously within deadlines, make concise but reasoned decisions, and build a stable administrative and court practice.
