Settlements with 10 000 or less inhabitants – in an “individual list” election system – constitute one constituency, in which the number of representatives shall be:
a) 2 persons up to 100 inhabitants,
b) 4 persons up to 1000 inhabitants,
c) 6 persons up to 5000 inhabitants,
d) 8 persons up to 10 000 inhabitants.
