If the Electoral Council does not provide results software for an election, or if the Electoral Council interrupts or causes the use of the results software to be interrupted, the articles in Chapters Na, O, and P, insofar as they relate to the use of the results software, do not apply to the determination of the outcome of the vote and the election results by the user.
