• 1. The voter who wishes to vote by proxy must submit a request to the mayor of the municipality where they are registered as a voter on the day of the nomination. A form must be used for submitting a request. To prevent abuse, the mayor may impose restrictions on the availability of the form. They shall publish any such decision in the municipal gazette.

• 2. In their request, the voter shall appoint a proxy. Only the person registered as a voter on the day of the nomination within the area to which the election applies may act as proxy.

• 3. A declaration from the proxy stating that they are willing to act as such must be submitted with the request.

• 4. Models for the form and the declaration shall be established by ministerial regulation. Our Minister of the Interior and Kingdom Relations shall provide the municipality with the information necessary to produce the declaration in good time before the election.
