Article P 7
 

• 1. If the number of seats to be allocated is nineteen or more, the remaining seats, called residual seats, will be allocated successively to the lists that, after allocation of the seat, have the highest average number of votes per allocated seat. If averages are equal, lots will decide, if necessary.


• 2. In the case of the election of members of the House of Representatives, lists with a vote total lower than the electoral quota will not be considered for this allocation.
