• 1. If, in applying Article P 12, more seats would have to be allocated to a list than there are candidates, the remaining seat or seats will, by continuing to apply that article, be transferred to one of the other lists of the group containing candidates to whom no seat has been allocated.

• 2. If, after applying the first paragraph, there are still seats to be allocated, they will be allocated according to the system of the highest averages as referred to in Article P 7, first paragraph.
