• 1. In addition to Article T 4, paragraph 2, a member of the electoral college, if unable to participate in the vote in person, may notify the chairperson electronically of their request to vote by proxy before the start of the session.
• 2. A model for this notification shall be established by ministerial regulation. Further rules regarding notification by electronic means may be established by general administrative order.
