Members of the European Parliament are elected by:
• a. those who are Dutch nationals on the day of nomination and have reached the age of eighteen on the day of voting and are not excluded from the right to vote;
• b. non-Dutch nationals who are citizens of other Member States of the European Union, provided that they:
o 1° have their actual place of residence in the European part of the Netherlands on the day of nomination,
o 2° have reached the age of eighteen on the day of voting, and
o 3° are not excluded from the right to vote, either in the Netherlands or in the Member State of which they are citizens.
